Speaker, Maryland Assembly, 1773–1774, President, Maryland Conventions and Chairman of Council of Safety, 1774–1776. Having headed each Maryland Delegation to Continental Congress, 1774–1776, he returned to Annapolis to preside over State Convention that wrote Maryland’s First Constitution.
